with the unexpected consequences from their early infrastructure design. los angeles county is a land of sprawling development. with development comes hundreds of square miles of concrete, leaving no way for water to naturally soak into the ground. in areas of such widespread urbanization, flooding can be devastating. man: back in early 1930s, there was a flooding that took a lot of lives and property. as a result, the city of los angeles, in order to protect future flooding in the city, they decided to take the los angeles river and make it a flood control channel. they concreted the walls of the river in order for water to get to ocean much faster. narrator: cities throughout southern california converted natural rivers to these concrete channels, part of their storm drain systems. this allowed expanding development without the need for large flood plains. kharaghani: the los angeles river is approximately 51 miles. concrete reduces the size of the river that you need to carry the water because it speeds up the flow of water. if you'd like to remove all the concrete and to have natural system to

alert on the west coast also. in los angeles, police put more patrols to work in the city's transit system. at l.a.x., the scene of a failed 1999 bomb attempt, security was instantly beefed up. spectators also saw more security last night at the dodgers game. abc's cecilia vega was outside of the stadium. >> reporter: there is no and there has not been any kind of credible threat made to the state of california, but it's the attention that police are giving to these venues where crowds are gathering is the reason that they're on heightened alert out here, and it's not just happening in los angeles, it's happening from san francisco all the way down to san diego we are seeing police on heightened alert at sports arenas like we're seeing here in los angeles, at government buildings, at public transit hubs and shopping malls, at airports and los angeles international travelers will be seeing bomb-sniffing dogs, extra police and security beefed up. in san francisco, authorities are meeting to talk about an upcoming race in that city, the beta breakers race, to talk about security there.

of counterterrorism officers have hit the streets in new york city and los angeles is also ramping up its security. bill whitaker is in los angeles for us tonight. bill? >> reporter: scott, police and sheriffs departments are adding extra security to high-profile locations including public transit, government buildings, shopping centers, any place crowds of people might gather. there will be an increased police presence at sporting events, including tonight's dodgers game in los angeles which is a high-profile tribute game to jackie robinson. the stadium will be staffed with additional police officers, bomb squad personnel and bomb-sniffing dogs. commander andrew smith with the l.a.p.d. >> we're looking at our critical sites as we always do in situations such as this but in this case we're looking at the events where there are a large number of people. >> reporter: the sheriff's departments has activated its emergency operations center, a high-tech command post that consolidate it is city's emergency, police, and fire department. here officials would coordinate any response to mass casualty events

-old angela sandoval both of los angeles. police say the driver jean soriano rear ended the van carrying the family inside on interstate 15- about 80 miles away from las vegas. three other family members are recovering from their injuries. soriano was arrested and charged with driving under the influence. looks like san francisco and los angeles have another thing to battle about beside sports. the city leaders here in san francisco boast that the 4-point-2 billion dollar 1,070-foot-tall transbay transit tower set to be built by 2017-- will be the tallest building on the west coast. but a tower in los angeles is poised to stretch about 30 feet higher. korean air is planning an ambitious hotel and office tower in downtown los angeles that will rise one- thousand- 100 feet that is also set to open in 2017. a transbay spokesperson said a "superstructure" of some kind will be added to the transbay tower that will likely bring it above one- thousand- 100 feet. march madness next. >> welcome back take a look at yesterday. with the areas of rainfall, and contra costa county. let us get the late
